And just as rare and precious as the pearls found in the sea, Pearl Angeli Erguiza, Pacada embodies all the descriptions adherent to her name as she is now the first woman vice governor of Tarlac.
With the many roles she portrays and the thousands of lives she has touched, Pearl Angeli Pacada is truly worthy to be recognized for being the Finest Pearl of the Province of Tarlac.
Pearl Angeli Erguiza-Pacada is not new to the world of public service. She now stands victorious as she serves her people as the very First Lady Vice Governor of the Province of Tarlac. The legislative agenda of the Sangguniang Panlalawigan is dubbed as PEARL, which means People Empowerment thru Advocacy, Research & Legislation. She believes that success and betterment for the province could be achieved through continuous research that would lead the Sanggunian to legislative measures that are relevant, timely and realistic to the needs of the people.
And true enough to her program, during her first 100 days in office she already created an SP Research Team and have initiated the LTS (Legislative Tracking System) technology. She envisioned a system that could make legislative works and other legal files to be readily available in just a click of the mouse.
And she has been able to make this vision come true. She aided the Sangguniang Panlalawigan Research Team through training on computerization, so that once the computer-based LTS Program has been put up, this system could make all legislative work available anytime even for years to come.
The Lady Vice Governor believes that being a good leader means you must have a great team. Vice Governor Pearl lead the SP family to various trainings and seminars to further enhance their abilities and knowledge in legislation. Two seminars in particular that they all have undergone are the two-day seminars and workshop on local governance and parliamentary procedure which was held last September 17 & 18 held in Clarkfield, Pampanga and the seminar held in Subic last May 17-19, 2011.
It was her idea to include not just the Provincial Board Members but the secretariat and the legislative staff as well. Through this seminar, every member of the SP family has been refreshed with the knowledge on resolutions, ordinances and functions of each member of the Legislation. 
It is through the leadership of Vice Governor Pearl that the Sanggunian Panlalawigan has been active in the prompt reviewing of ordinances and resolutions. Records show that during every regular session, they are able to review and approve an average of six resolutions and ordinances.
Vice Governor Pearl Pacada, together with the Sangguniang Panlalawigan work hand-in-hand for a more progressive Province of Tarlac thru legislative and advocacy programs.
